I am thinking like voting privileges under strict rules allowed by select few. Or some such thing. You guys are smart I will let you brain storm how/if its possible.

But yes!
Voting should never be on, period. Humans are vile, childish creatures by nature, and something that can be abused for thrills will be (just ask PSG lovers/haters ;) ).
However! There might be a solution to this. This is something FSK will need to discuss, and if/when we decide on a solution, we will let the community know.
Personally, I think it is most excellent to see someone taking initiative and posting a great idea in the Requests section... thanks!

I do know this is possible, so pandi may get her wish. I am an admin at the DBsr8 only server and they have set up different admin level. The level that I'm at allows you to, fix team, kick afk people, change maps (as long as they are on the map list) and !id people, plus a few other features. The only cool feature is the ability to record multiple demo's while playing. First you would register your email by hitting !email @, b3 has just registered your email address at this point. Then you'd hit /playerlist bringing up all players and there slot. So im in slot 1 and the player I want to demo is in slot 2. I'd then hit /tell 1 !demo 2, then a message will print on my screen only that the demo is being taken of so and so and it will be sent to your email. Then I continue to play while the demo is run by the server. !ninja is another great feature, which your in spec. To answer you question pandi, yep it can be done. I'll talk to DB|clear at the DB server and see what he has coded. We play team survivor and he's even made it possible for all players to use B3 to bet on the last man standing.

As one of the guys that helped design and build FSK405's B3 - Short answer is Yes it can be done.
The more difficult issue is logistics.
The questions remain
Who do we give said access to?
What access do we give?
Do we set rules for non FSK405 B3 users?
How do we police the new B3 users?
Do we need to police new B3 users?
Seems simple on the surface however; we have been down this path before.
Back in the day; we allowed too many non FSK405|members to have B3 abilities on the FSK405 Superman Server and, the B3 Admins started to police each other to the point everyone felt entitled. Then some B3 Admins felt as though they knew everything FSK405 and started to speak for us and judge us. Needless to say we had to clean house and feelings were hurt.
In the long run if so decided it may be better to set up a noob/fun for all server and turn on voting so anyone can join and have abilities.
Just too many entitled know it all prissy pants out there.
Regardless I too appreciate your initiative and will encourage an internal discussion.
