POST A SCREEN SHOT of your c:/program files/urbanterror directory. idi you install both files? iourbanterror the standalone and the installer? do you have a q3ut4 directory with .pk3 files in it?

It seems to be searching in your 2 folders for the standard .pk3 files. You seem to be missing them from the main folders. Don't ask me how to install them with io though.
